Criminalizing Homelessness

A Brief Analysis of Los Angeles' *Sit-Lie-Sleep* law.


According to Los Angeles County Municipal Code section 41.18 (known as the “Sit-Lie-Sleep”— or just the “Sit-Lie” law), it is a criminal offense to sit, lie, or sleep on a public sidewalk anywhere in the city. Using Los Angeles’ historical arrest data, this dashboard examines where the arrests for “Sit-Lie-Sleep” offenses are reported, how many people are arrested for this charge, and the distribution of arrests by race.
